Organs and Divisions
1. General Office
Functions: responsible for the administrative work of the organs; the daily work of the organs regarding messaging, conferences, confidential affairs, archives, etc.; being committed to the management of information, suggestions, motions, proposals, security and confidentiality, government affairs publicity, external relationships, administrative and logistic affairs, etc.; drafting important documentations; and organizing and supervising important issues of the organs.
2.Division of Legal Affairs
Functions: responsible for the comprehensive administration of the organs according to the laws; drafting local laws and government regulations related to the housing and urban-rural construction; in charge of the supervision, guidance and coordination of administrative work of law enforcement; taking on the work relevant to administrative reconsideration and litigation respondence; being committed to the legitimacy audit and record work of the normative administrative documents of the organ; and legal publicity.
3. Division of Comprehensive Affairs
Functions: to organize the compilation of comprehensive development plans for housing and urban-rural construction industry; to organize the survey on crucial problems and the compilation of comprehensive literature materials; to organize and establishes administrative basic data indicator system, and execute operational management and assessment; responsible for the statistics works within the system; responsible for organizing the compilation of organs and subsidiary institutions’ budget and settlement reports; responsible for the financial and asset management of organs and subsidiary institutions.
4.Division for Central Engineering Services
Functions: responsible for the registration record of engineering projects in Beijing applied by Central State Organs, the troops stationed in Beijing and central enterprises for approval, and providing construction coordination and service work.
5.Division for Project Construction Management
Functions: to institute rules and regulations on licensing of construction works; to examine and issuing of construction permits within the purview of its responsibility, as well as supervision and management work; and in charge of supervision and guidance of construction permits of the administrative organs at district and county levels
6.Division for the Coordination of Key Projects
Functions: to involve in the construction plans preparation of key projects, responsible for organization and coordination, integrated scheduling, supervision and management of key projects; grasping the construction status of key projects, the preliminary work in progress, and the main problems in construction, and proposing advices and suggestions on the solutions to any problems.
7.Division of Construction Management
Functions: to prepare the development planning of the construction industry and guide its implementation; to develop the management rules and regulations on qualifications for construction enterprises; to guide and promote adjustment of the industrial structure of the construction sector and transformation of production methods; responsible for qualification examination and approval, supervision and management of the city's construction enterprises, construction supervision enterprises, project bidding agencies and engineering cost consultation units; and responsible for supervision and management of the construction companies registered in other towns, and offshore, who operate in Beijing.
8. Division of Construction Market Management
Functions: to study and formulate rules and regulations on management for the construction market; to analyze and study the supply and demand situation of the construction market; responsible for the comprehensive governance and management of construction market order, as well as promoting construction of the credit system; the management of access to the construction market; the supervision and management of bidding and bidding activities of construction projects; the supervision and management of the signing and performance of construction contracts, and to coordinate the handling of disputes on the settlement of construction costs; to organize and developing cost valuation and pricing methods of construction projects; and to guide and facilitate local construction enterprises to open up other domestic and overseas markets.
9.Division for Management of Building Energy Conservation and Building Materials
Functions: to prepare development planning on building energy conservation, building materials, and organize the implementations; to develop policies and measures on promotion of new materials and new equipment, as well as elimination of outdated products and processes in the construction process; to monitor and analyze the building materials market; supervision and management of access into the construction materials market, and their usage; management of credit of the building material suppliers; development and management of building energy conservation, wall materials innovation, as well as bulk cement; and comprehensive coordination and promoting the construction of energy saving, and land conservation for residential housing.
10.Division of Project Quality Management
Functions: to institute rules and regulations and related standards on management of construction project quality; responsible for management and supervision of the quality of construction; responsible for the records of final acceptance for all construction; to investigate and handle any major accidents in any project; examination and approval of anti-seismic design of extreme high-rise buildings; supervision and management of construction supervisors; and responsible for management of qualifications of all construction quality inspection agencies.
11.Division of Construction Safety Management
Functions: to study and develop rules and regulations on safety management in the construction process of construction projects; responsible for supervision and management of approvals for safe-construction licenses; supervision and records of safety of construction projects; supervision and management of environment-friendly construction, organizing and coordinating flood prevention work on the construction sites; supervision and management of the safe use of hoisting machinery in construction; to investigate and handle safety accidents in construction processes; and to provide guidance on management of construction safety to related units at district and county levels.
12.Division of Technology and Rural Construction
Functions: to develop planning of scientific and technological developments of urban housing and rural construction, and guide their implementations; to organize process of major scientific and technological research projects; responsible for promoting the application of scientific and technological achievements and new technology demonstration project management; to institute local standards (including villages and towns) for all project construction, and record engineering technical standards of enterprises; provision of guidance and technical services to the construction of villages and towns; to study and formulate policies related to the construction of rural housing, rural housing safety, and the renovation of dilapidated buildings; to provide guidance for construction of new anti-seismic energy-saving residential demonstration projects, and to renovations of existing farm residences in the anti-seismic and energy-saving area; and to train workers from rural areas around the city.
13.Property Management Office
Functions: to developing rules, regulations and standards on property services and management; responsible for supervision and management of property management activities; to promote the development of the property services industry; responsible for management of qualifications of enterprises engaged in property management activities, their eligibility for practice and pre-selection of property service agencies; to organize promotion of demonstration projects; responsible for supervision and guidance on work related to the general owner assembly; to coordinate and guide management and use of the funds dedicated to residential housing maintenance; and responsible for integrated management of safe use of common basements.
14.Housing Safety and Equipment Management Office (Housing Flood Control Office)
Functions: to develop policies on safe use of housing; supervision and management of safe use of urban housing; responsible for danger-elimination governance and anti-seismic reinforcement of all dilapidated housing; housing termite control; to organize building safety inspections, and coordinate housing flood control; the management of identification of housing safety, and development of housing repair standards; the supervision and management of housing repairs; and to involve in the identification of regions with dilapidated housing that needs renovation.
15.Division of Housing System Reform
Functions: to draft policies and measures of housing system reform, and organize their implementation; to develop sales and rental policies of public-owned housing, and housing finance policy, except housing provident funds, and instruct the accumulation and use of the housing funds; to institute housing policy for State officials in the city, guide the reform of the operation and management system of the public-owned housing in directly subordinated areas; responsible for management of sales of public-owned houses, fund-raising cooperative housing, the monetization of housing distribution, supervision, and management of housing cooperatives; and to guide and supervise housing reform carried out by units at district and county levels, as well as municipal levels, and coordinate reform of the housing system for central units in Beijing and the forces stationed in Beijing.
16.Division of Housing Market Management
Functions: to study and develop policies and measures on housing transactions and leasing; the management of housing transactions, leasing market, and standardization of market behavior; statistical analysis of housing transactions and leasing, and provision of guidance in the construction of the information network system of management of the real estate market, and regular publication of information on housing transactions and leasing prices; responsible for approving pre-sale permits of commercial housing, and qualifications for real estate valuation agencies; and the supervision and management of real estate brokerage and valuation activities.
17. Division for Real Estate Development Management
Functions: to develop policies and measures on management of real estate development; to institute development planning for the real estate industry and organizing their implementation; responsible for qualification and credit management for real estate development enterprises; the coordination, supervision and management of real estate development projects, participating in the approval of project plans, and in the approval conference of annual investment plans of real estate development projects; and to guide and coordinate related work of the departments in charge of real estate development at district and county levels.
18.Division for Housing Registration and Management
Functions: to develop rules and regulations on housing registration; the supervision and management of registration and certification of various types of housing; responsible for management of housing register and housing register files of the city, and the construction of related information network systems; responsible for preliminary examination of mapping qualifications of real estate surveying and mapping units; and responsible for management of housing registration agencies.
19.Division for Nationalization and Demolition Management
Functions: to develop policies and measures on housing nationalization and demolition; responsible for preparing the annual plans of housing nationalization and demolition; the housing nationalization and demolition management and coordination of nationalization and demolition of major projects; in charge of management of qualifications of urban housing nationalization and demolition units; and to guide and coordinate the work related with housing nationalization and demolition at district and county levels.
20.Division for Emergencies and Petitions
Functions: to undertake the routine work of the city’s construction emergency headquarters office; to organize preparations and revisions of contingency plans in the construction area, coordinate relevant departments and units to carry out emergency drills, and the prevention and handling of emergency incidents (cases); responsible for propaganda, education and training on emergency response to the city's construction projects, housing management and emergency watch-keeping management; supervising, guiding, and inspecting the units in the system to carry out emergency management; the work related with hotlines of political ethics and industrial ethics and convenience-mailbox; and the handling, transferring, supervision, and responding to letters and visits.
21.HR Division
Functions: responsible for issues of the organs and their subordinate units in the fields of HR, establishment of institutions, professional and technical positions assessment, foreign affairs, etc.; and to undertake the work related with communication and management of related industry associations and other community organizations.
