Functions: Working out plans for developing science and technology in urban engineering construction, real estate development and operation, building material and equipment utilization and housing management; tackling of key problems of major technological projects as well as the application and popularization of the results thereof; the establishment of regional standards and regulations; the planning and management of training and educational courses for construction personnel; the supervision and examination of quality-safety trainings for enterprise personnel and staffs; registration of construction supervision engineers, construction engineers, construction cost engineers and real estate evaluators; the management of Beijing science and technology demonstration engineering projects.

Functions: Stipulating regional laws, regulations and policies on urban residence development and safeguarding, and carry out the implementation thereof; mid-term and long-term residence development planning; formulating annual investment demands for low-rent housing projects and relevant development plans, and organizing the implementation thereof; the management of construction funds for low-rent public housing projects; the allocation of low-rent public housing units and those built by the government; providing direction and guidance for district/county-level housing development.

Housing Reform Office

Functions: Stipulating regional laws, regulations and policies on house leasing in Beijing, and carrying out the implementation thereof; legal management of the house leasing market in Beijing and regulating market activities; tasks relating to the statistics analysis of house leasing and renting, and to the periodical publication of prices; statistical analysis of house leasing or renting, and the publication of relevant information on the public housing sector; supervision of activities of real estate brokers.

Functions: Stipulating regional laws, regulations and policies on home ownership in Beijing; tasks relating to property ownership verification, registration, mortgage and changes; the management and supervision of the registration and issuance of property title deed in regions and counties, and handle disputes regarding home ownerships; conducting preliminary qualification of house-mapping capabilities of house-mapping companies, and managing the records of home ownership; management of property ownership registration agencies.

Office of Housing Demolition and Relocation Administration

Functions: Stipulating regional laws, regulations and policies on housing demolition and relocation in Beijing, and carrying out the implementation thereof; working out scopes and annual plans of housing demolition and relocation; tasks relating to the management of housing demolition and relocation, and coordination of the major projects in this regard; supervising issues relating to the qualification of the companies in housing demolition and relocation, and to the approval of transferring the building projects that have not completed the work in relocation compensation and placement; guiding and coordinating the district/county-level projects of housing demolition and relocation.
