Presently the Party Secretary and Chairman of BMCC .Responsibility includes the overall organization and management of BMCC (party and government administration); specifically assigned to take charge of, the management of the Office, the Personnel Department and the Beijing Construction and Development Research Center.
Miao Leru, Deputy Party Secretary and Vice Chairman
Miao Leru: Male, member of the Communist Party. Presently Deputy Party Secretary and Vice Chairman of the BMCC and Director (bureau-level) of the Municipal Housing System Reform Office. Responsibilities include housing administration and reform in Beijing; specifically assigned to take charge of, the management of the Housing Reform Department, the Office of Property Market Administration, the Property Ownership Office, the Office of Residence Development and Support, the Office of Property Management, the Office of Property Leasing Management, the Research Center for Municipal Construction and Development, the Property and Land Transaction Centre, the Private Housing Policy Implementation Office, the Office of Residential Community Administration, the Beijing Low-rent Housing Management Center (Beijing Housing Replacement Center), the Real Estate Surveying & Mapping Division , the Residence Development Office，the Property Ownership Registration Center.
Luan Decheng, Vice Chairman
Luan Decheng: Male, member of the Communist Party. Presently Party Committee Member and Vice Chairman of the BMCC. Responsibilities include economic supervision and management, emergency resolution and logistics management and providing assistance to the Director in office administration; specifically assigned to take charge of, the management of the Office of General Economic Affairs and the Logistics Service Center.
Sun Qian, Vice Chairman
Sun Qian: Male, member of the Communist Party. Presently Party Committee Member and Vice Chairman of the BMCC. Responsibilities include the management and supervision of the construction market, construction-related tender activities, construction project contracting, professional or labor service contracting, supervision of construction equipment transactions, construction cost management, overdue construction payment clearance, and the foreign fund management/administration; specifically assigned to take charge of the management of the Construction Market Office, the Office of Construction Tender Management, the Office of Construction Cost Administration, the Construction Project Contracting Centre, the Professional or Labor Service Contracting Centre, the Construction Material Trade Center and the Office for Overdue Construction Payment Clearance under the BMCC.
Song Haili, Head of the BMCC Disciplinary Group (under assignment from the Beijing Municipal Commission of Disciplinary Inspection)
Song Haili: Male, Member of the Communist Party. Presently Party Committee Member and Head of the BMCC Disciplinary Group (under assignment from the Beijing Municipal Commission of Disciplinary Inspection. Responsibilities include: disciplinary inspection and supervision; specifically assigned to take charge of the management of the Inspection Department.
Feng Keliang, Vice Chairman
Feng Keliang: Female. Presently Vice Chairman of the BMCC. Responsibilities include science and technology education, building material application management and the administration of innovative bulk cement and energy-saving wall materials; specifically assigned to take charge of the management of the Office of Science and Technology Education, the Office of Energy-saving and Building Material Control, the Registration Centre for Construction Practice Qualifications, the Beijing Construction Technology Development Center, the Urban Construction School (College for Construction Workers),the Office of Building Material Management and the Real Estate Science & Technology Research Institute.
Ji Yan, Vice Chairman
Ji Yan: Male, Member of the Communist Party. Presently Party Committee Member and Vice Chairman of the BMCC. Responsibilities include construction engineering management and the implementation, coordination, overall dispatchment and supervision of major projects, housing plans for the Central Government, the State Council (including its subsidiaries) and Beijing-based armed forces, including basic construction procedural management and the coordination, overall dispatchment and supervision of construction projects; specifically assigned to be responsible for the supervision of the Construction Project Management Office, the Major Project Department and the Project Planning Department.
Zhu Heping, Committee Member
Zhu Heping: Female, Member of the Communist Party. Responsibilities include the examination, approval and supervision of enterprise qualifications, the management of construction workers from outside Beijing and overdue payments for peasant workers (workers from the countryside); specifically assigned to take charge of the management of the Construction Industry Administration Department and the Construction Market Service and Administration Centre
Zhang Yuping, Committee Member
Zhang Yuping: Female, Member of the Communist Party. Presently Party Committee Member. Responsibilities include construction operation, building safety, quality control and overall law enforcement (on areas relevant to the construction industry); specifically assigned to take charge of the management of the Construction Safety Department, the Office of Building Safety and Equipment Administration, the Office of Project Quality Control, the General Station for project Quality Inspection, the Construction Project Quality Inspection Centre, the Law Enforcement Brigade, the Beijing Anti-Earthquake Office , the Beijing Housing Equipment Inspection and Evaluation Bureau and the Beijing Administration Bureau for Housing Evaluation.

Zhang Nongke: Male, Member of the Communist Party. Presently Party Committee Member, Party Secretary, Committee Member and Labor Union Chairman of the BMCC. Responsibilities include tasks relevant to party development within the organization and its direct subsidiaries, personnel organization and management (including worker, youth and women organizations and the management of retirees), public petitions and publicity issues; specifically assigned to take charge of the BMCC Party Committee Office, the Labor Union, the petition division of the Office, the Information Center, the Veteran Cadre Department, and the Recreation Center for Veteran Cadres.
