Notice on Adjusting the Relevant Qualification Registration of Associate Constructor in Beijing

To commissions of housing and urban-rural development in all districts, Dongcheng District Commission of Housing and Urban Development, Xicheng District Commission of Housing and Urban Development, Construction Bureau of Economic and Technological Development Zone, and all units concerned:
In order to implement the work requirements of the State Council and Beijing Municipal Government on reform to further streamline administration and delegate powers, strengthen regulation and improve service, further improve the efficiency of administrative approval of Beijing Municipal Housing and Urban-rural Development System and better serve the people, according to the provisions in the Administrative Regulations of Registered Constructor (No. 153 Decree of Ministry of Construction), the Measures for the Implementation of Registration of the Primary Registered Construction Engineer (JS (2007) No.101), the Measures for the Implementation of Registration of Associate Constructor in Beijing (JJKJ  No. 508) and other documents, based on the actual situation in Beijing, it is decided upon research that the qualification registration of associate constructor in Beijing should be adjusted and now the relevant matters are hereby notified as follows:
I. Simplifying application materials
The Applicant, when making application for registration, shall log in the web portals of Municipal Commission of Housing and Urban-rural Development (www.bjjs.gov.cn), access to the online business office and upload the electronic scanning copy of relevant application materials through the Registration Supervision System of Practitioners in the Beijing Municipal Housing and Urban-rural Development System (hereinafter referred to as “Registration Supervision System”), and then hold and submit the original application materials to the District Competent Department of Housing and Urban-rural Development (hereinafter referred to as "DCDHUD") at the place where the industrial and commercial registration of its current enterprise is made. At the time of making application, except for application form for registration, the copies of relevant application materials in paper shall not be provided any more.
II. Adjusting the approval process and reducing the time limit for approval
After receiving the application materials provided by the Applicant, DCDHUD shall check on the spot whether the relevant application materials in original are in compliance with their electronic scanning copies and application form, and whether they are in compliance with relevant requirements of registration. In case the application materials are incompliant with the provisions of registration, the Applicant shall be notified on the spot that all contents are required to be supplemented on a one-off basis.
DCDHUD shall review the registration conditions and application materials of the Applicant according to the provisions from the date of acceptance of the application. After making preliminary review opinions in writing, DCDHUD shall report the electronic scanning copy of the summary of preliminary review opinions and business data to the Municipal Commission of Housing and Urban-rural Development for approval through the Registration Supervision System. DCDHUD shall keep the application form for registration of the Applicant and the summary of preliminary review opinions in original for future reference.
In case of application for initial registration, re-registration, addition registration and continued registration, the Municipal Commission of Housing and Urban-rural Development shall complete review and approval and make written decisions within 10 days upon receipt of preliminary review opinions reported by DCDHUD, and the result of approval shall be shown to the public for 10 days; and the registration shall be allowed only in case of no objection to the publicity.
In case of application for cancellation of registration, replacement of registered certificate lost or replacement of defaced certificate, and changes in personal information (name, ID card etc.), the Municipal Commission of Housing and Urban-rural Development shall complete the above-said matters within 5 days upon receipt of preliminary review opinions reported by DCDHUD.
In case of application for changes in registration, according to the relevant provisions in the Notice on Entrusting the District or the County to Handling Part of Licensing Matters concerning Construction Enterprise Qualification and Registration Personnel (JJF (2013) No. 538), DCDHUD shall be entrusted to handle and complete such matters within 5 days. In case the Applicant applies for changes in practicing enterprise in cross district, the Applicant, after making application for change in registration through the Registration Supervision System, by holding relevant application materials, directly go through the transfer-in procedure to DCDHUD where its current employing enterprise is located and the Applicant is not required to go through the transfer-out procedure to DCDHUD where its original employing enterprise is located.
In case of consent to change of registration, addition of registration and continued registration upon approval, the Municipal Commission of Housing and Urban-rural Development shall entrust DCDHUD to prepare the anti-counterfeit stickers uniformly printed by the Ministry of Housing and Urban-Rural Development, affixing it to the inside page of its registration certificate and affixing the cross-page seal.
III. Other related matters
For a person who has obtained the temporary practicing certificate of associate constructor in Beijing, its change of registration, continued registration, cancellation of registration, replacement of lost temporary practicing certificate or replacement of defaced certificate, changes in personal information etc. shall be implemented according to the requirements of this Notice.
This Notice shall be implemented from the day of issuance. At the same time, the Notice on Conducting the Continued Registration of Associate Constructor in Beijing (including Temporary) (JJF (2013) No. 123) shall be annulled. In case of any discrepancy between the prior notices issued by us and this Notice, the latter shall prevail.
It is hereby notified.
